At the Asian Infrastructure Investment Bank (AIIB), we are convinced that the only way to tackle the global development challenges that we face today, is by working closely with others. That is why in 2022 we established our Operational Partnership Department (OPD), with the clear mission of expanding AIIB’s capacity to establish ambitious, strategic alliances, that enable us to operate at the highest standards and maximize development impact for our clients.

Taking a collaborative, inclusive and sustainable approach, we engage with partners including peer multilateral development banks (MDBs), bilateral development agencies, international institutions, think tanks and philanthropic organizations to mobilize resources, share knowledge, build capacity and coordinate efforts in infrastructure financing. We actively seek promising co-financing opportunities with our partners to maximize the impact of our projects and address development challenges prevalent across Asia and beyond.

Our mission is simple: to mobilize external financial and technical resources in support of AIIB investments, and to enhance AIIB’s impact in the international development architecture.

Partnering with AIIB
Institutional Engagement & Cooperation

Our Institutional Engagement and Cooperation team originates, manages, and maintains strategic and operational engagements with sovereign and non-sovereign institutions and technical partners. These range from our peer multilateral development banks to bilateral development agencies, technical agencies and knowledge partners, global and regional platforms, philanthropic organizations, as well as other private and public development actors. Driven by the belief that overcoming development challenges requires swift, unified action, we work with our partners to build longstanding institutional relationships based on trust, strategic alignments and joint operations, to advance our shared goals. We are also deeply engaged in—and committed to—key global and regional platforms and forums including the G20, MDB Heads Group, UN General Assembly (UNGA), the Conference of the Parties (COP), and the ASEAN Summit.

Resource Mobilization

Our Resource Mobilization team works to enhance and expand access to existing and new donors and concessional resources. We lead and coordinate the mobilization of concessional resources for AIIB special funds, as well as sovereign and private sector projects.. To this end, we work closely with donors and other partners including multilateral and bilateral institutions, philanthropies, and technical partners, to identify sources of concessional finances that can be invested across the project cycle from identification to preparation to implementation, including through blended finance structures to accelerate and scale impact for our clients.

Special Fund Resources

Our Special Funds team leads the design, management, and administration of AIIB Special Funds resources as well as AIIB's role as implementing partner in select partnership facilities. AIIB has multiple Special Funds that covers preparation and financing of high-quality bankable projects, capacity building, information sharing, and making our loans more affordable through interest buydown. We are also accredited institutions to a number of external funds, including the Green Climate Fund (GCF), the Global Infrastructure Facility Special Fund (GIF), and the Multilateral Cooperation Center for Development Finance Special Fund (MCDF), and the Pandemic Prevention, Preparedness and Response Financial Intermediary Fund (Pandemic Fund). The Bank is closely engaging with other external funds that can help deliver impact for common clients as well.

As a lean bank, AIIB works with a diverse range of public and private institutions, including our peer Multilateral Development Banks, Bilateral Agencies, Philanthropies, Technical Partners, as well as Global and Regional platforms, among other key players within the development landscape.
