AIIB’s Procurement Policy affirms the Bank’s commitment to supporting the successful implementation of Bank-financed projects through efficient, fair, ethical, and transparent procurement processes, delivering the best value for money, providing tailored solutions, and promoting social and environmental sustainability.

AIIB-financed projects offer a broad range of business opportunities for goods, works, nonconsulting services, and consulting services. The procurement process is open, fair, and nondiscriminatory and provides equitable opportunity and treatment for tenderers and consultants. Eligible firms and individuals worldwide are encouraged to participate in these opportunities. Procurement-related Complaints:

The administration of procurement-related complaints are detailed in the Bank’s Directive on Procurement Instructions for Recipients (July 26, 2024), Annex III, Administration of Procurement Related Complaints.

If a tenderer/consultant wishes to make a procurement-related complaint, the tenderer/consultant shall submit their complaint following the instructions specified in the procurement documents.

Standard Procurement Documents

AIIB has prepared Standard Procurement Documents (SPDs) for use by the Bank’s public-sector clients for the procurement of goods, works, nonconsulting services, and consulting services that are subject to international open competitive tendering or selection. The Bank is not party to the contract and does not accept legal responsibility for the adequacy of the contract forms contained in these SPDs. Bank clients are therefore advised to ensure that the contract conditions are suitable and complete in respect of any particular contract. When drafting specific documents, clients are encouraged to seek legal and/or professional advice, as deemed appropriate.

Operational Procurement Report

AIIB has published the Operational Procurement Report annually since 2022. The report presents statistics and analysis of signed procurement contracts under the Bank’s sovereign-backed financings and Project Preparation Special Fund grants.

Project Procurement Management System (PPMS)

The PPMS is an online platform and interactive management tool that contains a repository of operational procurement transactions to support the Bank’s project teams and recipients in procurement planning, procurement processing, contract management, and procurement-related complaints monitoring for the Bank’s sovereign-backed financings.

E-learning Modules

The Bank is committed to making training and learning more accessible, continuous, and sustainable to support the procurement capacity of Bank recipients. As part of this commitment, the Bank has developed self-paced procurement e-learning modules for recipients. Enrollment is open to both recipients and the public.
