David OSBORNE (Australia)
David Osborne is Minister-Counsellor (Treasury) at the Australian Embassy in Beijing and represents Australia, Cook Islands, New Zealand, Singapore and Viet Nam in AIIB’s Board of Directors. He is also Chair of AIIB’s Policy and Strategy Committee, reviewing operational policies, including but not limited to the environment, social and procurement policies. As Senior Treasury Representative in China, he covers all aspects of the Australian Treasury’s responsibilities in China including macroeconomic conditions, financial system regulation and Australia’s foreign investment framework. In a public finance and economics career spanning more than 20 years, David has worked across Asia and the Pacific with a focus on financial instruments, infrastructure investments, debt dynamics and economic development policy. Before taking up his post in Beijing, he was Lead Economist for the Department of Foreign Affairs and Trade’s development program. David holds a Master of Finance from the University of London and a Bachelor of Economics and Bachelor of Asian Studies (Specialist) from the Australian National University.
