Objectives

  • A direct channel for the Bank’s management to further engage with Civil Society Organizations/Non-Governmental Organizations.
  • This event will also be part of the Bank’s learning and sharing efforts to enhance transparency and the capacity of its policy formulation and implementation.
  • AIIB’s Management, through the dialogue, will better understand the impact of the Bank’s current operations on social development in the region.
  • Solicit additional input and thoughts from CSO/NGOs on AIIB’s policies and strategies.


Background

Engagement with CSO/NGOs is essential in the Bank’s development. CSO/NGOs provide valuable input to the Bank’s business operation, including their knowledge of local communities and their development expertise. Since the last Annual Meeting, efforts have been made to further engage with CSOs/NGOs by providing updates on the Bank’s achievements, participating in relevant CSO/NGO-hosted events and addressing concerns raised. CSOs/NGOs are also actively involved in the public consultation on the Complaints Handling Mechanism and the Public and the Policy on Public Information. This roundtable dialogue during the Annual Meeting will provide CSOs/NGOs an opportunity to engage with members of the Bank’s management team.

Speakers

Mr. Jin Liqun-President, AIIB

Mr. Jin Liqun is the inaugural President and Chairman of the Board of Directors. Before being elected as the Bank’s first president, Mr. Jin served as Secretary-General of the Multilateral Interim Secretariat tasked with establishing the Bank.

Mr. Jin has rich experience across the private and public sectors, as well as with MDBs. He served as Chairman of China International Capital Corporation Limited, China’s first joint-venture investment bank, Chairman of the Supervisory Board of China Investment Corporation, and as Chairman of the International Forum of Sovereign Wealth Funds.

Mr. Jin previously served as Vice President, and then Ranking Vice President, of the Asian Development Bank, and as Alternate Executive Director for China at the World Bank and at the Global Environment Facility. He spent nearly two decades at the Chinese Ministry of Finance, reaching the rank of Vice Minister.

Mr. Jin holds an M. A. degree in English Literature from Beijing Institute of Foreign Languages (now Beijing Foreign Studies University). He was also a Hubert Humphrey Fellow in the Economics Graduate Program at Boston University from 1987 to 1988. He is a national of the People’s Republic of China.

Ms. Laurel Ostfield-Head of Communication and Development, AIIB

Laurel is responsible for overseeing AIIB’s global brand and communications strategy, which includes media relations, civil society engagement, internal communications, sponsorship and digital communications. She is also accountable for the bank’s commitment to transparency through its information disclosure policy. Prior to joining AIIB, Laurel led the communications team at Capital One Canada, covering external communications, internal communications and corporate social responsibility. She has also held various communications roles in the Province of Ontario's Ministry of Health where she was the Press Secretary to the Minister of Health and Manager of Legislative Affairs. Laurel has a B.A. from McGill University.

Dr. D. J. Pandian-Vice President and Chief Investment Officer, AIIB

Dr. D. J. Pandian leads the investment portfolio for the Bank, having oversight for all sovereign and non-sovereign lending. In this role, he and his team of specialists are responsible for the end-to-end management of the Bank’s project pipeline from identification to implementation. Before joining AIIB, he had an extensive career spanning 30 year with the Indian Administrative Services, holding key positions at the state, national, and international levels in the energy (oil and gas, power, renewable), infrastructure, finance sectors. During his career, he served in the Government of Gujarat in various capacities including: Chief Secretary; Additional Chief Secretary, Industries and Mines; and Principle Secretary, Energy and Petrochemicals Department. Dr. Pandian received his PhD in energy security and MBA from University of Madras, India. He is a national of India.

Dr. Joachim von Amsberg-Vice President, Policy and Strategy, AIIB

Dr. Joachim von Amsberg drives the strategic direction for the Bank, including its sectoral and country priorities, its investment strategy and programming, its economic analysis and research, and its operating budget. He oversees the Bank's environmental and social policies, other operational policies, and their implementation. He previously served in a number of progressively senior roles at the World Bank where he most recently held the position of Vice President, Development Finance where he was responsible for the replenishment and stewardship of the International Development Association (IDA), the World Bank’s fund for the poorest, and for trust fund and partnership operations.

Dr. von Amsberg holds a Ph.D. in economic policy analysis and an M.B.A. from the University of British Columbia. He also holds a M.Sc. in industrial engineering from the Technical University of Berlin. He is a national of Germany.
