Philip Beauregard
Ombudsperson

As Ombudsperson, Philip Beauregard provides independent, impartial, confidential, and informal assistance to resolve interpersonal and intrapersonal employment-related conflicts. Through dialogue, mediation, and other informal approaches, the Ombudsperson helps address and resolve staff-related conflicts and provides guidance on emerging workplace management issues to help foster a respectful working environment. He also oversees the Respectful Workplace Advisors (RWA) Program which is designed to enhance AIIB’s commitment to creating a diverse, inclusive, and transparent workplace. Prior to his joining AIIB in September 2025, he was with the World Bank Group, where he worked for more than 27 years in progressively senior roles, including extended postings in Africa and South Asia where he gained valuable field experience. He has a solid background in human resources matters and governance, administrative and operational policy development, staff relations and case management, leveraging his expertise in human resources and law to effectively deliver results. Before working at the World Bank, he was in private practice. He has a BA in History/French from the University of California at Berkeley and a JD from Georgetown University. Beauregard is from Ireland and the United States.
