Gustavo De Rosa is the Chief Financial Officer of the Bank. He oversees the Bank’s controller and treasury functions and leads financial planning, reporting, and resource management to support the Bank’s strategic objectives and sustainable growth. De Rosa brings more than three decades of international experience in finance, treasury, risk management, banking operations and strategic planning across multilateral development institutions and the private sector. Prior to joining AIIB in August 2026, De Rosa was Chief Financial Officer and General Manager of the Finance Department at the Inter-American Development Bank (IDB), a position he held from 2015 after earlier serving as its Chief Risk Officer. He also served as IDB's Vice President for Finance and Administration (2021–2024), providing leadership during a critical period for the institution. Before joining IDB, De Rosa served as Chief Risk and Operating Officer for ING's corporate banking operations in Spain and held various management positions with ING in Argentina, the Netherlands and Spain. Earlier in his career, he spent more than eight years with Deutsche Bank in Argentina and Germany. De Rosa holds a bachelor’s degree in business administration from the Universidad Argentina de la Empresa (UADE) and a master’s degree in banking management from the Centro de Estudios Macroeconómicos de la República Argentina (CEMA). He also completed postgraduate work in management and strategic planning at the European Business School Schloss Reichartshausen in Germany. De Rosa is from Spain.
