Senior Connectivity and Regional Cooperation Officer

The Sectors, Themes, and Finance Solutions Department (STF) fosters technical excellence and expands the Bank’s financing expertise across all sectors and themes to support both sovereign and non-sovereign investment operations. It spearheads the development and implementation of innovative investment projects and leads the introduction and operationalization of new products and financing modalities - often ahead of their mainstream adoption by the Client Departments (CDs).
The Senior Connectivity and Regional Cooperation Officer is a core mid-senior staff role responsible for leading the design, formulation, implementation, and monitoring of AIIB’s regional connectivity and cross-border cooperation strategies, operational programs, and policy initiatives. The position will support AIIB’s core priorities of green infrastructure, digital connectivity, cross-border logistics, trade facilitation, and inclusive regional development.
Responsibilities:
- Lead the research, drafting and implementation of AIIB’s regional connectivity and cross-border cooperation approach, thematic guidance, and operational guidelines.
- Conduct systematic analyses of regional infrastructure gaps, cross-border bottlenecks, and regional integration trends across AIIB member regions.
- Propose strategic priorities for transport connectivity, digital infrastructure, energy interconnection, trade facilitation, and cross-border sustainable infrastructure development aligned with AIIB’s mandate.
- Identify, screen, and develop high-quality cross-border and regional infrastructure investment projects.
- Lead pre-feasibility and feasibility-level strategic reviews for multicountry connectivity programs.
- Support project initiation, concept-note development, and pipeline prioritization for regional cooperation projects.
- Monitor pipeline quality and support due diligence processes for regional program investments.
- Manage high-level policy and operational engagement with AIIB member governments, ministries of finance, transport, energy, digital economy, and regional economic commissions.
- Lead bilateral and multilateral dialogues on regional infrastructure cooperation, resolve cross-border coordination issues, and align national infrastructure plans with regional connectivity agendas.
- Represent AIIB in regional ministerial meetings, industry forums, and multilateral cooperation events as assigned.
- Develop and maintain strategic partnerships with key multilateral development banks (MDBs), regional cooperation organizations, industry alliances, and think tanks.
- Coordinate joint regional programs, cofinancing frameworks, and knowledge cooperation initiatives.
- Synthesize best practices from global connectivity development, and integrate innovative cooperation models into AIIB’s operational framework.
- Lead the development of AIIB's flagship regional connectivity reports, policy briefs, thematic research papers, and case studies.
- Compile regional infrastructure data, trend analysis, and project success stories to support institutional knowledge dissemination and external advocacy.
- Support the delivery of AIIB's annual work plans, institutional reports, and strategic review documents related to regional cooperation.
- Provide technical guidance to junior officers and support team capacity building.
- Manage assigned workstreams, ensure timely delivery of divisional outputs, and support cross-departmental coordination with the operations, risk, sustainability, legal, and finance teams.
- Monitor work progress, identify operational risks, and propose mitigation measures for regional program delivery.
Requirements:
- Minimum 10 years of progressive professional experience in regional economic cooperation, cross-border infrastructure development, multilateral development finance, public policy, or international regional integration.
- Master’s degree or equivalent in management, economics, or a related field.
- Proven working experience with MDBs, international organizations, central governments, or top-tier consulting firms on connectivity and regional cooperation programs is mandatory. Experience in regional infrastructure development in Asia is strongly preferred.
- In-depth understanding of regional connectivity mechanisms, cross-border infrastructure project cycles, and multilateral development finance principles.
- Familiarity with international infrastructure standards and sustainable development financing practices.
- Strong capability in strategic policy formulation and regional trend analysis.
- Proven experience in stakeholder coordination, multi-party negotiation, and cross-border program coordination.
- Excellent research, analytical, report writing, and institutional documentation skills.
- High standard of integrity, professionalism, and cross-cultural awareness consistent with MDB staff ethics.
- Strong teamwork, cross-departmental coordination, and problem-solving capabilities.
- Ability to deliver high-quality output.
- Fluent in English, both written and oral.
