Investment Officer / Senior Investment Officer - Water

The Public Sector Clients Department, Region 1 (PSC1) is responsible for identifying, originating, preparing, executing, and investing in projects with public sector clients in South Asia (except Afghanistan and Pakistan), Southeast Asia, the Pacific Islands, and Sub-Saharan Africa across the range of AIIB-covered sectors through various financing instruments and solutions. PSC1 leads the coverage of public sector clients, taking responsibility for project preparation, due diligence, and approval processes of projects, ensuring key economic, commercial, financial, and legal issues are considered and incorporated in the financing structure and legal documentation, and followed through during the implementation phase.
The Investment Officer / Senior Investment Officer – Water will contribute towards AIIB’s overall lending program by supporting the planning, design, preparation, and implementation of projects/programs that will help meet the rapid growth demands of the sector. The Officer / Senior Officer will be responsible for the designing, preparing, appraising, and implementing water supply and sanitation, irrigation and drainage, and water resources management projects. The Officer / Senior Officer will play a key role in the operational work of AIIB in the water sector either as a team leader or a member of the team preparing and implementing AIIB water projects.
The Officer / Senior Officer will also be responsible for understanding and responding to the water sector challenges facing Asia which include the need for more effective management of water resources; integration of climate change mitigation and adaptation in designs and operations of water infrastructure, efficient water uses to meet the demands in the sector; effective sewerage and sanitation management for pollution control and water quality management, both in urban and rural environments.
Responsibilities:
- Ensure key economic, financial, technical, legal, environmental, and social issues are considered, and mitigants are incorporated in the financing structure and legal documentation during the project preparation.
- Participate in overseeing the implementation of AIIB’s water operations with the objective of enhancing quality and accelerating project implementation, with a focus on delivering results.
- Lead or participate in dialogue with clients, co-financing partners and other stakeholders on strategic water issues and the implementation of AIIB’s water program.
- Advise clients on the preparation of technical and feasibility studies and technical design of projects, leading to investment prioritization and cost-effective solutions to water sector investments.
- Conduct project risk assessment of the projects and programs and advise project teams on mitigation strategies to manage such risks.
- Carry out due diligence and institutional assessments on executing agencies, including implementation capacity assessments of project counterparts.
- Support business development activities in water sector projects by interacting with clients, governments, other institutions (commercial banks, multilateral agencies, NGOs, consulting firms, contractors, intermediaries, etc), gathering information on the ground, and building business relationships.
- Undertake regular supervision and implementation support missions and site visits, as needed, to ensure that the projects will meet development objectives and to help the borrowing governments and implementing agencies to address any implementation issues they might be facing.
- Support business development and implementation support activities, as needed, (specifically during mission trips) in close coordination with the sector leads
Requirements:
- Minimum of 5–10 years of relevant experience in the water sector (5–8 years for Officer level, 8–10 years for Senior Officer). The candidate’s track record should demonstrate a combination of engineering expertise and experience in institutional and economic aspects of water issues.
- Extensive international project experience in engineering design and analysis of water projects including in a consultancy role. Experience in MDB-supported water operations and water management issues in developing countries, especially integration of climate aspects and technology-enabled water systems, would be desirable.
- Proven experience in coordinating and/or managing large or multidisciplinary water programs would be an added advantage.
- Experience working on or leading teams and or demonstrated potential qualities for leadership.
- Ability to forge partnerships with clients, co-financiers, and other stakeholders.
- Organizational and project management skills to conduct day-to-day management of a large and complex project portfolio.
- Proficient oral and written communication skills in English, knowledge of a language(s) of a country in which AIIB invests would be an advantage
- Master’s degree in a technical field relevant to water, either water supply and sanitation; water resources management; wastewater management; irrigation, flood management and drainage, or other related fields
