Board of Directors

Thirong Pen has been serving as Alternate Director at the Asian Infrastructure Investment Bank (AIIB) since August 2024, representing Constituency 11. He is Secretary of State at the Ministry of Economy and Finance of Cambodia. He is also a member of the Supreme National Economic Council and Deputy Secretary General of the General Secretariat of the Steering Committee of Public Financial Management Reform. He has also served as Director for Cambodia at the ASEAN Infrastructure Fund since 2012. 

He has over three decades of experience in public financial management, public investment management, international economic cooperation, and public debt management and has led the preparation of key national policies, strategies, and regulatory frameworks. He served as Under Secretary of State (2020-24); Director General of the General Department of International Cooperation and Debt Management (2016-20); Deputy Director General of the General Department of Budget (2013-16); and Director of the Department of Investment and Cooperation (2011-13). He also served as an advisor to the Asian Development Bank’s Board of Directors in constituency office 9 (2002-05). Additionally, during his term as Deputy Director-General of the General Department of Budget, he played an active role in the negotiation process for establishing AIIB.

He holds an MBA from Ateneo de Manila University, Philippines; a Master of Science degree in Financial Economics from the University of London, United Kingdom; and a bachelor’s degree in trade economics from the National University of Management, Cambodia.
