Compliance Effectiveness & Integrity Unit dialogue with CSO/NGOs (June 26, 1230-1400), Gulmohar, Trident

Objectives

  • Discuss the development of AIIB’s Complaint Handling Mechanism (CHM).
  • Listen to participant experiences, comments and suggestions for effective operation of AIIB’s CHM.


Background

AIIB’s Environmental and Social Framework guides the Bank’s project preparations and implementation. This Framework also requires that AIIB establish a mechanism that will allow people who feel they are harmed, or could be harmed, by an AIIB-funded project to voice their concerns to AIIB. AIIB’s Compliance, Integrity and Effectiveness Unit initiated development of this complaint handling mechanism in 2017. Two important aims of the mechanism are to;
  • take a premeptive approach to prevent problems during project design and implementation, and respond rapidly to solve the problems of people adversely affected by AIIB projects.
  • help AIIB to continuously learn from its experiences and strengthen its development practice.

Ms. Irene Bain-Senior Learning and Knowledge Specialist, AIIB

Irene has lived and worked in China since 1990, beginning in rural poverty reduction and micro-credit projects for NGO’s CARE and Oxfam Hong Kong in southwest China. From 1995-2004, she worked in the field as a consultant on design and implementation of environmental and social projects for AusAID, ADB, EU, and United Nations agencies in China and mainland southeast Asia. From 2004-2012, she was Program Officer for Environment and Development in the Ford Foundation, Beijing Office. From 2012-2016, she was Social Sector Specialist in the Asian Development Bank PRC Resident Mission, and concurrent focal point for knowledge, poverty reduction, gender and NGOs. Irene joined AIIB Beijing in March 2017. She holds a Doctorate in Human Geography (1990) and a Bachelor's degree in East Asian Studies and Human Geography from the Australian National University.

Mr. Hamid Sharif-Managing Director of Compliance, Effectiveness and Integrity Unit, AIIB

He has more than 23 years of experience in international development with extensive experience in developing Asia across major sectors. He has experience in sovereign and non-sovereign lending. Governance has been a major area of focus of Mr. Sharif’s work. This includes work on anticorruption, accountability mechanism and governance policies of the Asian Development Bank as well as operations with substantial governance focus. Mr. Sharif supervised more than 70 technical assistance projects on legal and policy reform and led one of the largest policy loans in the sector.

Mr. Sharif has served in various capacities in ADB including as Assistant General Counsel, Head of Procurement, and Country Director of People’s Republic of China Resident Mission where he managed a portfolio of more than $10 billion. He has also worked with a major international non-governmental organization as a country representative.

Mr. Sharif is a U.K. qualified Barrister.
