Governors' Seminar II: Connectivity Within and Beyond Asia (June 25, 1400-1545), Tata Theatre, NCPA

Objectives

  • To highlight the gaps in Asia’s infrastructure connectivity.
  • Consider how Asia can take advantage of technological advances to improve connectivity.
  • Examine what more Asia can do to improve its connectivity with the rest of the world to promote trade and economic development.


Background

Connectivity is critical for trade and economic development. While a handful of Asian countries have developed world-class transport systems, the transport infrastructure capacity in most other Asian countries remains far below the levels of developed countries. Many regions in Asia continue to face high costs to access external markets.

Nevertheless, numerous regional initiatives, such as the Greater Mekong Sub-region and Central Asia Regional Economic Cooperation are catalyzing more investment into connectivity infrastructure. Technological improvements have also brought more opportunities to improve connectivity in Asia. What more can Asian governments do to capitalize on the opportunities presented by these developments?

Finally, given Asia’s interdependency with the Americas, Europe, Africa and Oceania, it will also be important to improve connectivity with these regions. Nevertheless, connectivity infrastructure requires not just physical investments, but also cross-border regulatory and policy co-ordination. What more can Asian governments do to facilitate the cross-border connectivity required? These are the key questions to be explored.

Mr. Kiran Stacey-South Asia Correspondent, Financial Times (Moderator)

Kiran Stacey is the Financial Times' South Asia Correspondent, covering the region from his base in New Delhi, where he moved in 2016. Before that, he has worked both as the FT's Energy Correspondent and as its Political Correspondent, working from Westminster for five years from where he covered two general elections and the Brexit vote. He graduated from Oxford University in 2007, and has a postgraduate diploma from City University, London.



Mr. Osman Çelik-Undersecretary of Treasury and AIIB Governor, Türkiye

Osman Çelik was born in Erzincan in 1964. He graduated from Department of Economics, Faculty of Economics and Administrative Sciences, Middle East Technical University. He worked as an economist in the State Statistical Institute (now the Turkish Statistical Institute) between 1986-1987. He functioned as Specialist and Chief Specialist, Project Evaluation and Preparation Department, Faisal Finans between 1988-1995. He was the Project and Marketing Manager at İhlas Finans between 1995-1999. He was an Executive Vice President in Anadolu Finans between 2000-2005. In 2006, after the merger of Anadolu Finans and Family Finans he continued his carrier in the Türkiye Finans Katılım Bankası as an Executive Vice President responsible for Loans and then he was appointed as Executive Vice President responsible for Commercial Banking in October 2013 and he was appointed as the General Manager of Türkiye Finans in June 2015. Osman ÇELİK has been working as Undersecretary of Turkish Treasury since June 29, 2016.

Sir. Suma Chakrabarti-President, EBRD

Sir Suma brings with him deep experience from his senior portfolios which included U.K. Department of Justice, the Department of International Development, and the U.K. Treasury. As the President of EBRD, Sir Suma also oversaw the increased expansion of the Bank’s investment mandate and membership, and it is notable that India became a member of the EBRD under his leadership. Sir Suma thus brings his important perspective on how EBRD can work with various MDBs, including the AIIB, to contribute to connectivity between Asia and Europe.



Ms. Teresa Czerwińska-Minister of Finance and AIIB Governor, Poland

Minister of Finance of the Republic of Poland since January 2018, earlier Undersecretary of State in the Ministry of Finance (2017-2018) and Undersecretary of State in the Ministry of Science and Higher Education (2015-2017). Professor of the University of Warsaw in the field of finance (since 2011), graduate of the University of Gdańsk, Faculty of Social Sciences (1997) and Faculty of Management (1998). Wrote many scientific publications as well as analyses and expert opinions in the field of finance and risk management of financial institutions and socially responsible investment. Co-author of academic textbooks on macroeconomics, insurance and investment management. Expert and advisor to various institutions in Poland and abroad, i.a. Advisory Scientific Committee at the Financial Ombudsman, working group of the Minister of Economy (2014-2015), Insurance & Reinsurance Stakeholder Group at the European Insurance and Occupational Pensions Authority (EIOPA) in Frankfurt (2015-2018), coordinator of the financial regulation area at the Centre for Antitrust and Regulatory Study (CARS) (2014-2015). Secretary of the Committee of Financial Sciences of the Polish Academy of Sciences (2015-18). Worked for the Office of Insurance and Pension Fund Supervision Committee (2005) and was appointed to supervisory bodies of several financial institutions. Married with one daughter. A lover of theatre and classical music.

Dr. D. J. Pandian-Vice President and Chief Investment Officer, AIIB

Dr. D. J. Pandian leads the investment portfolio for the Bank, having oversight for all sovereign and non-sovereign lending. In this role, he and his team of specialists are responsible for the end-to-end management of the Bank’s project pipeline from identification to implementation. Before joining AIIB, he had an extensive career spanning 30 year with the Indian Administrative Services, holding key positions at the state, national, and international levels in the energy (oil and gas, power, renewable), infrastructure, finance sectors. During his career, he served in the Government of Gujarat in various capacities including: Chief Secretary; Additional Chief Secretary, Industries and Mines; and Principle Secretary, Energy and Petrochemicals Department. Dr. Pandian received his PhD in energy security and MBA from University of Madras, India. He is a national of India.

Mr. Howard Rosen-Chair, Rail Working Group

Howard Rosen studied law at Exeter College, Oxford University. He obtained his degree in Jurisprudence in 1978, qualified as an English solicitor in 1980 and initially worked in private practice in a London solicitors' firm. Between 1981 and 1988, Howard Rosen worked as an in-house counsel for international leasing companies specialising in the legal and tax aspects of international finance.

At the beginning of 1989, Mr. Rosen returned to private practice as an English Solicitor and established an English law firm in Zug, Switzerland. He specialises in international commercial and finance law, international leasing law and trusts. Aside from being the principal of Howard Rosen Solicitors, an English law firm based in Zug, Switzerland, he is also Managing Director of both Rosetrust AG, Zug and Aviation Advocacy Sarl, Nyon.

Howard Rosen is a contributor to various journals, including Asset Finance and Leasing Digest, Leasing World, Private Client Business, the Cape Town Convention Journal, the Uniform Law Review, Trust and Trustees, Railways of the World and European Review of Private Law. He is a regular speaker at seminars and conferences.

Mr. Rosen is the Chairman of the Rail Working Group constituted by Unidroit, the Institute for Unification of Private International Law, in relation to the drafting and implementation of what has now become the 2007 Luxembourg Rail Protocol to the Cape Town Treaty on International Interests in Mobile Equipment. As such he works closely with governments and international organisations as well as with financiers, operators, manufacturers and professional advisers working in the rail industry.

Mr. Rosen is a member of the Law Society of England and Wales, the International Bar Association and the Society of Trust and Estate Practitioners. He is a Correspondent of Unidroit, a member of the Institute of Directors, London, former President and now honorary councillor of the British-Swiss Chamber of Commerce. He was President of the Council of British Chambers of Commerce in Europe (COBCOE – www.cobcoe.eu) between 2005 and 2012 and was Chairman of its Public Affairs Commission until 2016. In 2017 he received the COBCOE Chairman’s award for Special Contribution to Business. Since 2015 he has been a Roving Ambassador for the Commonwealth Jewish Council.

In the 2003 Queen’s Birthday Honours, Mr. Rosen was made a Commander of the Order of the British Empire (CBE) for services to British business in Switzerland.

Howard Rosen is married with two sons and lives in Zurich.

Mr. D. K. Sen-VP Infrastructure, L&T Ltd

Mr. Dip Kishore Sen is Whole Time Director and Senior Executive Vice President (Infrastructure), Larsen & Toubro. He holds additional responsibilities as Chairman on the boards of L&T Infrastructure Engineering Company and L&T Oman LLC and is also a member on the board of L&T Qatar LLC. A Civil Engineering graduate from IIT Kharagpur and a Post Graduate in Business Management from XLRI, Jamshedpur, prior to joining Larsen & Toubro, Mr. Sen worked for 12 years for a clutch of companies like M/s. Tata Steel, Jamshedpur, M/s. Development Consultants, Kolkata and was involved in a turnkey EPC Transmission line project in Malaysia. Mr. Sen started his tenure at L&T in 1989 as Sr. Manager (Civil & Structural Design) in EDRC Kolkata and has subsequently headed various portfolios like Head (Civil & Structural Design) EDRC Kolkata, Project Manager - Safal F&V Market Project, Bangalore, SPM (B&F) Kolkata Region, Regional Manager – Mumbai, Project Director Mumbai International Airport & Head - Transportation Infrastructure. Apart from his considerable professional credentials, he is also a member of the curriculum advisory committee of the JC Post Graduate course in Infrastructure, IIT Kharagpur and the Infrastructure Post Graduate course of Narsee Monjee Institute of Management Studies, Mumbai.

Ms. Zou Jiayi-Vice Minister of Finance, China

Ms. Zou was appointed as Vice Minister of Finance of the People's Republic of China in June 2018. She served as Commissioner of the National Commission of Supervision of the People’s Republic of China from March, 2018-June, 2018; Vice Minister of the Ministry of Supervision from April, 2017-March, 2018; Chief Inspector of the Central Commission for Discipline Inspection of the Communist Party of China (CCDI) Inspector’s Office at Central Foreign Affairs Office from Dec. 2015-April 2017; Assistant Minister, Ministry of Finance (MOF) from July-Dec, 2015; Director General, Department of International Economic Relations, MOF from 2014-2015; Director General, International Department, MOF from 2012-2014; Director General, Department of External Economic Cooperation, MOF from 2009-2012; Executive Director (ED) for China at the World Bank from 2005-2009; Deputy Director General, International Department, MOF from 2000-2005; Director for International Financial Institutions Division I, International Department, MOF in 2000; Alternate Chinese ED at the World Bank from 1999-2000; Adviser to Chinese ED from 1996-1999.

Born in Jiangsu Province of China in 1963, Ms. Zou graduated from the English Department at the University of International Relations, and obtained a Master’s degree on International Economic Relations from Graduate School of the Chinese Academy of Social Sciences.
