Objectives

Given trends and prospects of technologies, policies and markets, to consider, how Multilateral Development Banks (MDBs) could better support and accelerate countries’ transition towards low-carbon future?

Background

In June 2017, the Board of Directors of the Asian Infrastructure Investment Bank (AIIB) expressed its support for the Bank’s Energy Sector Strategy. The Bank will support and accelerate its members’ respective transitions toward a low-carbon energy mix through investments in renewables and reduction of carbon emissions from fossil fuels. Initially, AIIB will focus on projects in renewable energy, energy efficiency, rehabilitation and upgrading of existing plants, and transmission and distribution networks. It will cooperate with other multilateral development banks, bilateral agencies and the private sector operating in Asia.

This session brings together world leading experts to consider how AIIB and other MDBs could better support and accelerate countries’ transition towards a low-carbon future.

Ms. Jennifer Morgan-Executive Director, Greenpeace

Jennifer Morgan, together with Bunny McDiarmid, became Executive Director of Greenpeace International as of 4 April 2016. She was the former Global Director of the Climate Program at the World Resources Institute, Global Climate Change Director at Third Generation Environmentalism (E3G), and led the Global Climate Change Program of Worldwide Fund for Nature (WWF). Jennifer holds a Bachelor of Arts from Indiana University in Political Science and Germanic Studies, and a Master of Arts from the School of International Service at The American University in International Affairs. Jennifer is a member of Germany's Council for Sustainable Development. Jennifer is based in Amsterdam, The Netherlands.

Lord Adair Turner-Chairman, Institute for New Economic Thinking

Lord Turner has been Chair of the Institute for New Economic Thinking since 2015 and of the Energy Transitions Commission since 2016. He is also Chairman of Chubb Europe, the world’s largest property and casualty insurer, and a non-executive director of Prudential plc.

From September 2008 until 2013, Lord Turner chaired the UK’s Financial Services Authority, and played a leading role in the post crisis redesign of global banking and shadow banking regulation as Chair of the International Financial Stability Board’s major policy committee.

Lord Turner’s career has spanned business, public policy and academia. He was at McKinsey&Co (1982-1995); was Director General of the Confederation of British Industry (1995-2000); Vice-Chairman of Merrill Lynch Europe (2000-2006) and a Non-Executive Director of a number of companies, including Standard Chartered plc (2006-2008). He chaired the UK Low Pay Commission from 2002-06; the Pensions Commission (2003-2006); and was the first chair of the UK Climate Change Committee from 2008-12. He became a cross bench member of the House of Lords in 2006.

He is Senior Fellow at the Centre for Financial Studies (Frankfurt); a visiting professor at the London School of Economics and at Cass Business School; a Visiting Fellow at the People’s Bank of China School of Finance, Tsinghua University (Beijing). He writes regularly for Project Syndicate, and has recently published Between Debt and the Devil (Princeton 2015) translated into Chinese, Japanese, French and Portuguese, and Economics after the Crisis (MIT 2012 also translated to Chinese.

He is an honorary fellow of The Royal Society, of the Royal College of Physicians, and received an Honorary Degree from t Cambridge University in 2017.
