Increasingly, settlements have been established in areas that are not equipped with the required basic urban services and infrastructure. This Project Preparation Special Fund (PPSF) Grant will support the proposed Urban Infrastructure Development Project which aims to provide access to climate and disaster-resilient urban infrastructure in participating towns of Cambodia. The Project will support the Government of the Kingdom of Cambodia in providing basic urban services such as water supply, sanitation, drainage and solid waste management in the four towns of Kampong Chhang, Kampong Cham, Takeo, and Prey Veng. Under the broader umbrella of the PACFC II Program led by the African Development Bank (AfDB) and subject to detailed feasibility studies, the proposed project aims to support connectivity between two regional capital cities (Morondava and Toliara), connecting two ports and upgrading access to airports, thus improving the southwest connectivity of Madagascar with the rest of Africa and with Asia. Moreover, it is expected to support economic development in the country’s poorest region, where about 80% of the population lives below the USD1.90 poverty line, boosting its rich potential for agriculture, mining, and tourism development, and tackling its high vulnerability to climate risks, famine, and violence. The Project Preparation Special Fund (PPSF) Grant will provide financial support to conduct the project preparatory activities and strengthen the capacity of the Grant beneficiary, the Road Agency under the Ministry of Public Works. The Greater Abidjan Freight Barge Transport Development Project aims to develop a lagoon-based freight transport system to improve access to the Autonomous Port of Abidjan in Côte d’Ivoire. By diverting cargo traffic from roads to lagoon barges, the Project will enhance port access, increase the port’s handling capacity and competitiveness, reduce road congestion, and strengthen regional trade integration. The MCDF grant will finance key preparatory activities to ensure the Project’s technical robustness, environmental and social sustainability, and financial viability. To achieve implementation readiness, the grant will fund the following core activities: Pre-Investment Study, Environmental and Social Impact Assessment (ESIA), and technical and procurement peer review. The Asian Infrastructure Investment Bank (AIIB) plans to provide long-term sovereign financing in support of the Project. The MCDF grant will support the preparation of the Project by engaging consultants to carry out three workstreams: (1) improve the demand and economic analysis of the feasibility study of the Project and identify its impact on regional and cross-border connectivity; (2) conduct a decarbonization and climate risk assessment to identify strategies to mitigate the Project’s carbon footprint over its lifecycle and develop climate adaptation strategies to increase the Project’s resilience; and (3) plan and design a green and smart logistics park that would embed low-carbon, sustainability, and smart themes into the project’s design, construction, and operations. The MCDF grant will also facilitate active collaboration among the client, Qinzhou Huangma Asset Management Group Co., Ltd.
