As the bank plans to scale up its impact and strengthen engagement with clients, digital platforms and services will play an increasingly critical role in streamlining customer management and enhancing end-to-end user experience and digital interactions. However, a significant challenge has emerged from the fragmented nature of these systems, each independently managing customer accounts. This siloed approach has led to several inefficiencies, including repetitive development efforts, duplicate data entry, discrepancies in account information across platforms, and difficulties in accessing comprehensive customer insights. Moreover, the lack of integration among these systems has hindered the unified user experience as well as seamless communication and coordination between different departments within the bank. Consequently, there is a pressing need to address these issues by implementing a more cohesive and integrated solution that can harmonize the management of customer accounts and optimize operational processes across the organization.

Identity has emerged as a primary attack vector. Weak authentication mechanisms, fragmented IAM processes, and limited monitoring expose customer identities to credential theft and account takeover attacks. Establishing a robust identity and access management (IAM) platform is essential to protect customer data and transactions to reassure customers that their data is safe with us, fostering greater trust and confidence in their interactions with the Bank.

The Asian Infrastructure Investment Bank (AIIB) has been continuously expanding its digital landscape to support its business operations and transformation initiatives. A growing number of application systems have been implemented across diverse environments, including cloud and on-premises platforms, to enable core business processes and digital services.

To ensure the secure, stable, and efficient operation of these systems, AIIB previously established a centralized Application System Technical Operation Service model. This model aims to standardize the management of application-level technical components, streamline operational processes under industry best practices (e.g., ITIL), and enhance coordination across application, infrastructure, and security domains.

With the increasing scale and complexity of application systems, as well as evolving technology adoption (e.g., cloud-native architectures, AI-enabled applications, and data-driven solutions), the demand for high-quality, scalable, and efficient application operation services continues to grow.

Through this procurement, AIIB seeks to engage a qualified service provider to deliver comprehensive application system technical operation services, covering both transition and on-going service phases. The objective is to further enhance the Bank’s operational capabilities, ensure service continuity, and support future digital and technology initiatives through a standardized and robust service framework.

Cloud service providers increasingly offer differentiated capabilities in areas such as artificial intelligence, data analytics, geospatial services, and other emerging technologies, driving demand for more flexible and specialized cloud services across the institution.

While the Bank will continue to rely on its existing primary cloud platforms for core workloads, there is a need for a controlled mechanism to access supplemental global cloud services where specific capabilities are required and are not otherwise available or optimal under existing arrangements. Accordingly, the Bank intends to establish a framework to enable selective, use‑case‑driven access to supplemental cloud service providers through qualified resellers, supporting flexibility, efficiency, and compliance while avoiding unnecessary complexity.

RFP for IT Operation Management (ITOM) Implementation on ServiceNow

The IT Operations Management (ITOM) Implementation Project continues AIIB's efforts to strengthen its ServiceNow-based IT service and operations capabilities. The ServiceNow platform provides a unified foundation for day-to-day IT service delivery and IT operations management by improving visibility, control, and operational consistency across IT services.

This initiative builds on the platform's earlier rollout and subsequent stabilization phases. In the current phase, AIIB plans to extend ServiceNow ITOM capability through Event Management, Availability Management, and Capacity Management, with Business Impact Analysis serving as a supporting capability within Availability Management. These capabilities are intended to strengthen proactive monitoring, improve service reliability and operational visibility, and support more informed management of service performance and resource utilization.
