Proposed Asian Infrastructure Investment Bank (AIIB) complaints handling mechanism notice of video/audio consultation process

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank that focuses on the development of infrastructure and interconnectivity in Asia. It is based in Beijing and complements and cooperates with the existing multilateral development banks (MDBs).

AIIB has put in place strong policies on governance, accountability, finance, procurement, and environmental and social frameworks. As it continues to build its systems, the Bank intends to benefit from the lessons and experiences of existing MDBs and the private sector.

In this context, the Compliance, Integrity and Effectiveness Unit (CEIU) of AIIB has initiated a Call for Public Consultation for the Proposed AIIB Complaints Handling Mechanism (CHM), which has been posted on the AIIB’s website https://www.aiib.org/en/policies-strategies/operational-policies/complaint-mechanism.html or via http://www.aiib.org/en/news-events/news/2017/20170427_001.html.

Two phases of consultation

The consultations will occur in two phases. Phase 1 (27 April to 26 June) seeks inputs from stakeholders prior to AIIB drafting a proposal for the CHM. This aims to reap the benefit of experience from stakeholders who have used similar mechanisms in other multilateral or private sector institutions. As part of Phase 1 consultations, CEIU is holding a first series of video and audio consultations in June. The objective of these discussions is to shape and inform CEIU’s drafting of an AIIB CHM.

After Phase 1 consultation, a draft CHM paper will be posted on the AIIB website to initiate Phase 2 consultations (15 August to 30 September). This will also include a second series of video and audio consultations to be held in September for dialogue and suggestions on the draft CHM paper.

Audio/video consultations

We will be holding video and/or audio based consultations with interested stakeholders according to the schedule below.

These consultations will provide an opportunity for questions, comments and discussion. To ensure that everyone has a chance to speak, each session will have a maximum of five connections with interested parties. Each session will be held in English and can be up to two hours long.

Consultations are being coordinated from Beijing using Zoom web conferencing technology to allow for a wide array of suitable time frames. Zoom requires download of a small program so you can participate via video. Call in numbers for many countries are also available if you prefer to connect by audio only.

How to participate:
1) Choose a session - Click on one of the Doodle links below to select a timeframe for you and/or your organization to participate. Provide an e-mail address where requested.
2) We will then send you the link by email to join the Zoom video/audio conference for the day/time you have selected, with guidance on how to join.
3) On the day of the session, follow the instructions to join the consultation.
4) You may also propose any other time before closure of Phase 1 consultations on 26 June and we will do our best to accommodate your request.

Written comments are also welcome to be sent to the following email address: CHM-Consultation@aiib.org These can be submitted for Phase 1 until June 26, 2017 and for Phase 2 until September 30, 2017.

The input from the video/audio consultations and written submissions will inform the preparation of the final draft of AIIB’s Complaints Handling Mechanism, which will be submitted to AIIB’s Board of Directors for approval.

The finalized Complaints Handling Mechanism, and a summary of the consultations, will be posted on AIIB’s website for public access.
